beyond extended eligibility counts an attempt?

I am unable to take test with in extended eligibility period. Is it counted as an attempt? I understand that i will have to make a new application and submit new fees but does doing that count as an attempt?
Would appreciate for helpful inputs

thanks Najoua. i am meant to be taking on 31st oct. will do nbme test and then decide
