score interpretation guideline!

Has anybody gone through this "Usmle score interpretation guideline"(http://www.usmle.org/pdfs/transcripts/USMLE_Step_Examination_Score_Interpretation_Guidelines.pdf).Do they do it every few years? Is it how PDs go through the apps in terms of interpretation.

Deriving from the table 2,and the last para, imp finding here are

1.About SEM, which is quite understood i.e. with current SEM of 6 points an individual score of say 240 could have been 246 to 234

2.About SED, this one looks more interesting though, the SED, as per which 2 candidates are only different on any test if they differ by at least 2 SEDs i.e which at present is 16 marks, which I think is huge.This will mean that any candidate with:

260=candidates in 244-276
250=234-266
240=224-256

The ranges look quite wide here and leaves hope for anybody getting in 220s that they are as good as those getting in 250s in some way.I found it interesting.
