Need your advice

I have passed USMLE Steps 1 & 2CK & CS. I've had more than 3 years Post-Graduate training (1 year of internship and almost 2 years of House-Surgeonship including Diploma in Laryngology and Otorhinology) in a foreign country. I have no US experience, however. Could I aply for Step 3 to improve my chances of a residency, and which state's board would be most welcoming? The Step 3 website states that I have to mention the state for which I am applying on my application; does this mean that even if I pass the Step 3, I cannot apply for any state other than the one I mentioned when applying? Is the requirement for 1-3 years PG in USA binding, or is it just an advisory issued by the NBME/FSMB? Will I absolutely not be allowed to take the Step 3 if I don't have US residency?
