Short answer - Never leave a question blank!

You cannot lose points by guessing incorrectly or providing an inaccurate response to a question. In fact, many times in short answer questions simply providing “buzz words” - not even complete sentences - can earn you full points, so NEVER leave a question blank - doing so can make the difference between passing and failing the exam.
